Root and download a non-sense rom like Kaos Froyo and your phone will be able to download some live wallpapers. I have a droid x now so there is no reason for me to worry about that.
Generally yes, this is true. However, live wallpapers were omitted from the Droid Eris build of 2.1. I'm assuming because HTC or Verizon think the hardware can't handle them.

Pretty much this. The Eris is just too slow. Live wallpapers can even slow down the newer phones. But a small handful of Live wallpapers actually perform acceptably. Generally, the simpler, the better.
I don't recommend them if you want a fast Eris though. They don't run in the background, but it does make your home screen much choppier.
