My phone will not turn on. I have tried new charger, new battery, taking battery out putting it back pressing on and volume buttons at the same time. always only get a black screen with picture of a gray battery without charge even though I know there is a charge. What can I do?

If I were you, I'd get the phone checked out. In this case, it seems like you've a defective device.
