Help What is this annoying menu?

Whenever I use Chrome this stupid annoying menu pops up at the bottom. What is this and how do I permanently turn it off?? Why would I even need this menu? Please help-its driving me crazy!

I got this from a different app I had installed. Sorry I don't recall the name of the app- I uninstalled it immediately. Part of my brain thinks it was a messaging app.
