Facebook's Messenger bots were originally situated for customer service scenarios, however the Facebook has changed their policy to allow businesses to use bots for advertisement. If you don't want to get advertisements from bots then you're completely free to opt out of the feature.

Facebook is rolling out new features to Messenger bots, giving user the ability to rate the 11,000 bots which area already available. Developers will also have the ability to add quick reply options and send GIFs, video, audio or other attachments to users within Messenger.
