If you an access the bootloader on any Nexus it should be fixable. Have you lost that ability?
Many folks are reporting turning unusable tabs to snappy ones via factory data reset following the 5.0 update. I don't think the old caches and dalvik caches are getting along at all in the Ant environment. The reset will wipe out the cache and give it a fresh start. If you are rooted it you may be able to wipe the cache partitions via a custom recovery and save your data.
I factory reset mine once, then restored minimal data using Helium, and the sluggishness returned soon. I then factory reset again, restored no data (other than what Android offered to restore) and it's still sluggish, hanging again.
Wiping the cache manually should not be necessary - if it's even recommended and harmless (it is), it should be done by the update process automatically.
