Any retailers that don't charge when canceling data plan and switching lines?

I have to do a swap to keep my unlimited data, so I can't use some of the other retailers with better prices such as Amazon.

So are there any retailers selling the MAXX HD for less then $200 that don't hit you with a fee if you cancel the data plan and move the phone to another line?

Costco is the only secondary retailer that I can find so far that doesn't have a separate charge for canceling the data plan and transferring lines (as far as I can tell), however, they are still at $289.

I don't get why this phone is $300 and the DNA is $200...
