hard to say.. Motorola is usually closed-lipped reagrding info on their devices...

You also have to have an unlocked boot loader as well. Since kexec doesn't exist for this phone (due to being able to unlock the bootloader depending on what version of software is installed), the only way currently to run 4.2 or 4.3 is to unlock the boot loader and flash a 4.2/4.3 rom.
However, the Motorola site lists that there is an upgrade decision being made about the Razr hd/razr maxx hd phone, so 4.2 might be around the corner.

If this phone doesn't get upgraded to at least android 4.3 I'll be seriously disappointed.

No our Razr Maxx is not getting updated to anything higher than what we have now. It seems like we kinda just got pushed to the side and forgot about after this Jellybean update.
