Help app launcher faILED TO LOAD

OK I've tried everything accept factory reset. Cleared Cache, try reloading bootloader. No luck, what are my options. Not sure what model I have 2012 or 2013, bought it in December 2012
 
I'd try googling pics of the back panel of both version because I know they're different (dont know about the front)

So are you in like a bootloop or soft brick (it's just sat at the Google screen)
Is it rooted or anything? What happened just before this? :beer:
 
Its 2012 and not rooted and Have no idea as its the wife's . I'm trying to go through the steps of flashing but I cannot download the ADT software for somereason
