Help Can text aa number but not call it

Here's the dilemma. My wife has a samsung galaxy s4. I have an iphone. We can both text each other but she can't call me. I can call her. She's not on any block list. I can call any number. She can call anyone else she's tried. So why can't she call me? Ee blame O2 and vice-versa. Samsung blame apple and vice-versa. I've reset the iphone to factory settings and it still doesn't work. I've put the samsung sim in another phone and it still can't dial it. It doesn't have fdn enabled.. It doesn't even seem to try to dial. It just seems to do the beeps and then says the call is cancelled. Any ideas as I'm pulling my hair out.
 
If the Samsung's SIM won't make the call when placed in another phone then it's not the Samsung.

I also suspect it's not the iPhone, though you could test that definitively by placing the iPhone's SIM in a different handset and seeing whether you can call it then.That would be perfect as you'd then have eliminated both handsets from the equation, which would mean that it was definitely a problem between the 2 networks. If you can't get hold of another handset it would work in for a few minutes then calling while the iPhone was turned off would eliminate any possibility it's the iPhone's software. Unfortunately that would then leave you the problem of convincing the networks to take responsibility.

The really odd thing is that texting works - for a network problem you'd expect that not to either. But if you can eliminate the phones that's what's left. You could try getting her SIM replaced, though I've not heard of SIM problems that are specific to a particular number.
