Root Cant Write or Erase USB Storage

So if you guys want my tragic story in detail, here it is : So I messed up my phone. - Android Forums at AndroidCentral.com


To quickly summarize and let you guys know where I am at now, I cant restore my phone to stock, it stays stuck on the google boot screen and the only way I can start it from there is to install ICS, whether stock or rooted it always starts up an OLD Ics ROM I installed months ago...and the phone is unusable everything force closes, even though the old app icons or on the home screens the apps will not run, I cant even run the Phone App...etc.

Anyway, After troubleshooting for so long I realized this happens because nothing is being WRITTEN, or deleted from the USB Storage almost like its corrupt. So for example I get the phone to start very laggy, but I take a picture and they are in my gallery, but I restart the phone and they are gone. I do a factory restore or "erase USB Storage" from settings and it reboots and everything is still there. I delete files manually from the Storage they get deleted and I restart the phone and they are there again. I use Astro File Manager to delete Backups I think maybe problematic and they get deleted but as soon as my phone restarts they are there again.

I wipe data and factory reset from Recovery and it says it does it but nothing really happens I can tell. It goes on and on, my question is What can I do to completely wipe The USB Storage? Or is there something that is keeping my USB Storage from being accessible? I have done tons of restores, Rom installs, wipe datas, factory installs, And from before to now I still have the saaaaame ole 4GB of Data Free. So nothing is being deleted ever and the reason I want the USB Storage wiped is because I think there is something in it causing the problem and not being able to do a fresh install of anything
