Help Cell Standby Battery Drain

Hello,
My phone is stuck at 12% charge while plugged into the USB charger. The needle doesn't move up. I have the latest android update 5.1.1 and Cyanogen 12.1-YOG4PAS1N0. What can I do?

Have you tried a different charger or a different cord on the same charger?
