I can plug my charger into my Verizon Samsung Galaxy Stellar and it says its charging but its not. When i go to turn it on, it turns off. What do I do ?

Have you tried plugging it in and leaving it to charge till it says it's fully charged.
If that doesn't work, it's possible you either have a bad battery (that won't charge anymore) or a bad charger. Since your phone thinks the battery is charging, it's more likely the battery has gone.
