Data maximizer not Working w/Youtube With 30$/6 gigs plan

My girlfriend has the Data Maximizer (metro's equivalent of Binge on) checkbox enable, and she reached 6 gigs last night and her data is now slowed. 1.7 gigs was youtube on android mobile data screen, which is close to what the mymetro app says has been used. She's on a $30 6GB Talk Text and Data Family Promotion plan with me. WTH?

Does Maximizer compress video that goes over the hotspot?
