CyanogenMod is based on the Android Open Source Project with extra contributions from many people within the Android community. It can be used without any need to have any Google application installed. You will need to provide your own Google Applications package (gapps). CyanogenMod does still include various hardware-specific code, which is also slowly being open-sourced anyway.

What kind of process does a developer have to go through to get a working camera [for example]?
A lot of debugging and in this case trial and error another developer thinks it's similar to the problem experienced on the G3 where LG prebuilt blob used something that the open source HAL doesn't support. There aren't any errors at all to help figure it out everything loads correctly.
 
I just got this phone last week. I got it rooted and downloaded the cm12.1 zip. However I couldn't get my data to work on it. It said APN settings were not available to me. It let me go to the screen to enter a new APN, but after filling everything in and saving my new APN wouldn't appear and kept saying APN settings are disabled for this user. I noticed that CM12 builds had newer ones then 12.1 but that the last was in April. I want to run cm12 but I'm hoping camera will be fixed soon, and that once it is we can get other Roms ported like blisspop or resurrection remix :)
 
op might need a "confirmed bugs" listing, especially with the radio issue on cm12.1 since people are inclined to get the "latest" of android.
 
My laptop is down and I no longer have my build server I'm going to have to abandon this project.
Bummer. I guess at this point for me I will just continue to try to debloat the stock ROM as much as I can. If you or anyone has any pointers on what can be removed I would appreciate it. So far all the metro stuff is gone and a few others, but many I am not sure about removing.

UD. I'm not a developer. I know there's over 400 people that have downloaded it. I've been on the 4/16 for while with no camera. With laptop its time to move on. If u get a new device let me mine
 
I'm waiting on the LG Escape2 with Lollipop to come out before I try and port that code. It is almost a perfect match. Just a 8MP camera.
 
Noobified, may I use this rom for something to release. Proper credit will be included in the end. I would like to try a bunch of things. I would like to see if I can fix the issues and polish the build more.
