There's a forum on xda-developers. You need to have root though, or be able to flash themes. You also need a compatible ROM. You can read in the forum for more info.

Sorry, been away for a while. Here you go. <- That was the G1 themes. Here's the general themes forum (visit this first). I definitely recommend Mau5 theme by Prash. It's the best theme I've used so far. This is a link to it.

Remember: ALWAYS BACKUP BEFORE YOU FLASH. The rest should be fine
