Google rejected an icon pack for "content owned by a third party"

An icon pack creator has revealed he's had his icon pack rejected from the Google Play Store for "content owned by a third party." The icon pack in question was an Android O icon pack that was first rejected for using Android in the name. When the name was changed and the icon pack resubmitted, the rejection was changed to third party content.
