Root Help: ADB Debug Mode

Hi all,
I have a problem that I'm searching for an answer for few days and nothing have found.

-I have a i7500 with nothing inside it. No Rom, or recovery tools etc.
-I can do fastboot.

I need to use RecTools but in order to do that, I must put RECTOOLS.gar.tz into /sdcard folder (it's written on Mini Recovery mode).
As I try to flash it with fastboot, I'm getting "partition can't found" error which is normal because that folder is deleted.
I think I could create a folder and put a file into it with ADB commands, BUT I can't get my device recognized by sdk.
Every time I try and adb commands (like shell) I'm getting "error: device not found". I have installed ADB drivers (also tried different versions too).
I think the problem is I can't get in Debug Mode.

Summary: How can I enable USB Debug Mode from fastboot?

Did you try with ODIN???
See if ODIN recognizes your device. If it does then first use ODIN and flash a 1.6 firmware on it. Look in the sticky on how to use it.
