Dropbox is a cloud storage account.

No, it's an indication that you don't have an SD card inserted.

Ask a reference librarian if their wifi is open and, if it is, what you have to do to use it. (You might have to keep a page open to their portal and sign in using your library ID or something. Every situation is different.)

Metal siding? A large metal object between the phone and the router? A cordless phone being used between them or near either of them? A microwave oven operating nearby? Any of these things can prevent a wifi connection from working.

My laptop completely lost its internet connection at my last house any time the microwave was on and the laptop was being used on the deck, even though the laptop and router were only about 10 feet apart. The path between them ran directly through the magnetron in the microwave (and the counter the microwave was on had about 2 inches of space it could be moved, so that wouldn't have helped.) The rule was that in nice weather, we checked the table on the deck before using the microwave, to make sure that no one was out there trying to use the internet. If they were, they finished what they were doing, waited the few minutes the microwave was on, then went back on line. (I forgot a few times and killed a download I was doing when I went inside and made tea.)

Something in the path between the phone and the router. If you have a 0.1 Watt wifi signal competing with a 1,200 Watt microwave signal, the wifi is going to lose. Even with great sealing and filtering, a 1,200 Watt microwave leaks a lot more than 0.1 Watt.

And they operate in the same frequency range.

Most wifi router antennas have a horizontal pattern - they send and receive signals out horizontally from the router. This means that they don't do well on the floor above or the floor beneath. So not working upstairs is normal. In fact, being directly over or under the router is about the weakest signal in the house. Depending on the antenna design, the signal directly above the router can be as much as 50 times weaker than the signal next to the router at the same distance. (The greater the signal gain in the horizontal plane, the weaker the signal in the vertical plane - since that's how directional antennas work. [And a truly non-directional antenna is like a unicorn - it's a mythical (or in this case, hypothetical) creature.])
