You can move it by long-pressing on it, then drag it to a more convenient location. However, since the phone doesn't have a physical menu button, Android tries to compensate by generating that bugger, which I don't think can be turned off.

I can't log press on it but I can move it anywhere. But it inevitably ends up under a shortcut or a widget and I end up pressing on it, bringing up that preferences menu.
What a pain!
