In your location settings: menu > setting > location and security, be sure all of the checkboxes are checked.
The exact wording of the selections is a bit different from one version of Android to another, but they usually include GPS, Verizon (or whatever your carrier is), Google Standalone, etc.
As an aside, I found that when wifi is turned on, the Maps/My Location arrow is much more accurate (obviously, it's seeing the router in my house instead of a nearby tower ).
