Help How to suppress first notification type/location but allow second?

As you know there are TWO notification types resp. locations:

The first in the notification bar at the top (see "(1)" in the attached snapshot and the second on the welcome/login screen (whats the official name ?) see "(2)" on the attached snapshot.

So how do I allow the first type of notifications but suppress the second one (in Android 5.1)?

Is there a general overall preference to tell Android to not use the welcome/login screen to present notifications but use the notification bar?

I'll comment on terminology
item 1 is called "status bar".
If you pull down on status bar you see the "notification shade"
The same big cards that are shown on notification shade are also shown in item 2.... don't know exactly what item 2 is called.

If you are rooted or have marshmallow, you have some options to control these. As I recall in Lollipop, there are no controls other than what is (sometimes) in the individual app settings within the apps that generate those notifications.
