It's getting annoying, I disabeld the app, but the service is still running.. When I'm on the APP Info through settings, Force Stop and Turn off are both grayed out...

I don't think you can without rooting. I guess your device is a recent Samsung so you will need to take care not to trip Knox and invalidate your warranty

With root access you can use Disable Service, or just freeze it. Otherwise, try Greenify - it prevents apps/services from running until used. Since you have disabled the app, it should never run… in theory. However, some services are triggered by other system events (e.g., "screen on"), and attempting to Greenify them will result in an endless stop-restart loop of the service.
