I can't find any Text to Speech (TTS) on my tablet?

It's running Android 4.04.

I've seen a number of directions for TTS Settings on phones but I can't find the suggested adjustments on my tablet. I'm thinking of getting the Ivona TTS app in order to be able to listen to ebooks, but I'd like to see what the tablet has built in first.

Is this something not found in tablets? If I scroll way down my list of apps I see a "Pico TTS" app with: Total 20.0KB, App 20.0KB, usb storage app 0.0KB, Data 0.0KB, SD card 0.0KB. It looks like the only Options I have to choose for it are: Force Stop and Disable. All other options are greyed out.

I must be missing something.
 
Ivona text to speech works great the HD is very lovely. But to activate just go into settings scroll down to accessibility should have a hand as its picture . go into that setting and where you see talk back is where it all happens . you can make the tablet burp,fart and laugh out loud . just check it out accessibility .
