While this forum is for the Galaxy NOTE 4, I see that there is no forum yet for the Tab 4... so posting here was your best effort at getting help. However, if it's okay with you, I will move your issue to General Tablet Talk, where more people will see your question and we can get this fixed quickly.
If you (a) are not rooted and running a non-stock operating system and (b) you have a genuine Galaxy Tab 4 and not a cheap clone, then make sure of two things:
(1) Look in your APP drawer. Play Store should be there, and you can long-press and drag it to any home screen.
(2) Make sure your tablet is logged in to a valid Gmail account. It must have an account to get to Play (lack of this should not, however, make the icon disappear: you would simply have to log in to an account before doing anything in the Store). Go to Settings: Accounts and make sure you have a valid Gmail account there.
If you have not rooted or installed a custom OS, and Play still does not appear - even in the app drawer, then a factory reset may be in order. BACK UP ALL critical user files: this WILL WIPE YOUR DEVICE! It will be restored to brand new, out-of-the-box condition... but it should restore Play and all other Google services.
In Settings: Security, choose Backup and Reset (or something like that). Choose Factory reset and follow the prompts.
