Whenever I try to install it say 403 error in download. What shall I do to get ride of it.

Try Going into your settings and then in the applications section choose manage applications. Find Google Play, tap on it and choose clear data. This should remove all data from the app including your account. Then open up the app and sign in and see if your problem is solved.
