ics 4.0 upgrade direct DL through mobile for st15i

hi guys, I need serious help on updating my st15i to the latest 4.0 ics. Is there a way to download the upgrade directly through mobile? Coz, ive been relentlessly tryng pc companion every single day bt it always says that the server is dwn nd it needs to connect to an online site. Please help guys. Im frm the philippines nd my si numbr is included in the list of ics release. Thank you!
