Ideas why device is running poorly?

My wife has an EVO Design and has been complaining that it is extremely slow in responding to commands. Apps were slow to open, and even swiping between screens was slow. Was having trouble making phone calls...the device was almost unusable.

I started looking at it today, and the RAM was at 93MB. I cleaned some cache issues, moved a few things to the SD card, and deleted about 100 texts, and performance is markedly better. Still, RAM is generally hovering between 149 and 170MB. Curious if anybody has any tips to improve this, or advice on whether RAM might not be the sole problem?

Limit the amount of Widgets used, clear apps out of the memory and temp cache. Use a class 10 SD card and move big apps to SD card.

Was it upgraded to ICS? If so, it might as well be a drink coaster.
Phone is a piece of crap when running ICS. This phone should have never been made to be able to run it.
