Help In last week (no firmware change) S4 wifi downloads @ 0.25meg

In the past 1-2 weeks, I became stuck with terrible WIFI downloads on my Samsung Galaxy S4. It is also not consistently connecting to WIFI like it was previously. It is running 4.4.2 with Verizon as the carrier. I first noticed it when watching a short video that the S4 switched from WIFI to cellular data. In the past I had done speedtest app and downloads were 30-40 meg.

Now at home download speed is 0.25 meg and choppy; at the office it is 1.5-3 meg and choppy; at another reliable location it is 1.5 meg and choppy. (in the past these would be tested from 30-60 meg). Using speedtest, the speed gage is really jerky and not smooth like it used to be or what you see on other devices. (FYI, uploads run 1 meg to 3 meg - yes that is 4 times faster than the download speed.) I have tested other android phones and laptops at these locations and they are fine.

Additionally, the wifi is not very reliable turning on and off like it used to be. Sometimes I have to restart the phone to get it to connect.

Also, my battery doesn't seem to be lasting as long now. It may be just me because I am spending a lot of time trying to fix things.

I have had no firmware update in 8 months and have installed no new apps prior to this problem (Apps were updated though).

I have read as much as I can find on the issue. So what I have done is:

1) Pressed home, up and power on @ start up and selected "delete system cache".

2) Changed location settings from off, to low, to high and in every combination

3) Turned blue tooth on and off

4) Deleted apps and pictures from SD card and device to create space

5) Turned on and of power savings

6) Turned on and off airplane mode

7) Tried the above in different sequences and combinations

In all of the troubleshooting, one interesting thing I have found is that if I start the Speedtest app quickly on system boot (prior to all the startup apps finishing), I can get 30-60 meg speed test results and it is smooth. I know that the start up isn't complete because I have lightflow, date status bar and other apps start up during or after the test.

If I wait 15 minutes or so, the speedtest results drop to the terrible slow speeds.

I am hoping I don't have to factory reset device or worse buy a new device - it is out of warranty.

Does anyone have any further troubleshooting ideas?
