Help issue with Proscan PLT7100G tablet with force stopping apps and other issues.

i gotten a Proscan PTL7100G back in February and had minor issues since i got it with force stopping apps that eat up memory. sometimes i'm unable to force stop the apps as they ether stop for a sec and restart and sometimes the issue clears up in a instant.

but since Wednesday afternoon (October 14, 2015), i been having issues with the apps. i try to force stop every app, normally when i'm force stopping an app, the the force stop button on the app's info does go off in as in shades it. but it don't do that this time and i go back to the app settings page then click on app in question to see it shaded.

and every time i do actually get an app force stopped, it turns itself back on, the worse offender right now is the Google Play services app, Outlook, Facebook and Facebook Messenger, Google Play Music. Yahoo mail, AVG Cleaner and AVG antivirus.

these apps keep turning back on after a force stop for no reason.

and on top of that, i try to download a app to help force stop apps from the google play store but keep getting an error code 961 and it won't install after downloading.

and on top of that, the tablets acts slow due to the apps that won't stay force stopped.

what's causing these problems and how can i fix them, or do i need to do a "factory reset"

anyone else dealing with this issue and does anyone else own the same model tablet as mine

and to further details of what my tablet has in terms of system:
Tablet brand and model: Proscan PTL7100G
Android version: KitKat 4.4.2
System RAM and Memory: 8GB NAND Flash memory with 512MB DDRIII ram
CPU: Type: Rockchip 3016, Cortex-A 1.0GHz
GPU:Mail-400 MP
Space of memory allowed for apps: Total Space: 5.71 GB, 2.5 GB free space, 3.2 space used.
 
well, i fixed my own problem

turned out, a recent update of the Google app messed things up and i rolled back and uninstalled the updated and reverted by to the version that was the factory installed version for this tablet, i was able to force stop apps correctly again and also able to download and install apps from the Google Play store app again (as i need to update my Chrome browser on the tablet itself) and it's running like normal in terms of speed.
