Help it seems impossible

Is it possible to activate an android rugged (supposedly unlocked) ip7 with Verizon wireless? I have read you can convert a phone, flash a phone, root a phone, and it seems that I can do everything to my phone except use it. it seems the phone is gms and I am with Verizon and they are no help in activating this phone to my acct. if there is a way to fix this phone for Verizon use PLEASE inform me HOW!!!

You didn't specify the make and model, only that it's a ruggedized ip7 phone. No matter really, since this is very likely not possible anyway. And as you are finding out, Verizon is not bring your own device friendly at all. Verizon is very particular about what they allow on their network.

Of course, none of this is Google or Android's fault in any way.
 
Verizon is a cdma network. If your device is a gsm device, Verizon cannot activate it on their network whether they wanted to or not.

No amount of rooting or flashing will allow you to activate a gsm device on a CDMA network. The two are simply not compatible.
