Multi User problem - secondary user apps cannot acess media even in /Obb folder or screenshots

I want to restrict access of the browser for my kids, so I took advantage of the multi-user feature in Android 4.2.

But the problem I am having is that I cannot copy pictures and music files to the secondary users. Only the primary user are available on the USB connection which from reading I see is now by design.

I learned that you can share media in the Android/data/Obb directory. But while this seems to work for users of other tablets, I put some test files in the /Obb directory and again it was only viewable by the primary user's apps.

Interestingly, the secondary users could see and open the files from the File Manager program, but not from the Gallery or Music applications.

I even took screenshots from the secondary user's account and could not see them in the gallery, but when I switched to the primary user, I could see them in the Gallery.


Any suggestions as to how I can get media to the secondary users without going through a Cloud based solution?

Alternatively, I only really want to restrict the browser. If there was someway to do that for the primary user that would also suffice as a solution. Yes, I can lock the whole device, but I don't want to unlock it every time the kids want to use it (other than the browser app).

Any help would be greatly appreciated.
