It appears to be a bug because the silent profile is still present in the Nexus 9. When you lower/increase volume the menu that appears on your screen has 3 tabs None Priority All. If you click on None and set it to Indefinitely it will silence the device including alarms. If you expand the priority tab you can click on its settings and customize what you want silenced.
