Help N4 not showing on Pc after 4.4 update

I have a Nexus 4 after the phone updated to Android 4.4 it fails to show on my Windows vista pc.It has similar result on windows 7.Does not show in device manager.Other leads have been tried with similar result.Media is checked in settings(storage).Factory reset done.

you'll need to select USB debugging in Settings>Developer Options. Your PC will then be able to see the phone

Works fine here in Windows 7. I didn't have to change anything.

I see no Developer Options.

You have to enable it just go to about phone scroll to the bottom you will see build number tap that 10 times and you will see a pop up say developer section is enable .
