Need (Free) Video Editing Program that Will Let me Slow Down / Free Frame

I have to do some video analysis for my senior thesis / the article we're publishing. What I need to be able to do is slow down the video to a frame-by-frame rate so that I can count some high frequency movements in a group of rats.

Anyone have any suggestions of a decent program to this with? (preferably free and compatible with windows).
 
If they're high frequency...as in more than 30 times per second then you need a camera that records at a frame rate higher than 30 frames per second to actually see the movements.
 
no they're not that high frequency. (Hopefully) in the 3-7 Hz range (which isn't really high frequency relative to technology and whatnot, but it is for this particular behavior)
 
Use Clesh: Showreel - it's frame accurate and supports motion control (i.e. speed up / slow down). Professional quality. You may be able to get a free trial - you can certainly log in and use the guest account to try it out.
