Help NEXUS 4 - Some incoming calls not connecting- Rings for 1 second and d/cs. Give busy tone to caller

Using Nexus 4 with Android 4.3 on it. Please help with the below!

I'm currently having an issue with my phone where selected numbers are unable to reach me. When they call, the phone rings for about 1 second and then disconnects. My girl's office number has somehow made it to that list too! She says she simply hears the engaged/busy tone. Most numbers can still get through to me without an issue.

Even though I've never used the option, I'm wondering if some numbers have somehow made it to the above blacklist? I can see how option to add numbers to a blacklist if I missed the call, but cannot see how I could view that list and/or remove entries from it.

I've also never used any blocking apps or the blacklist optionsin the past. However, Since having this issue, I've downloaed two call blocker apps (Blocker and Mr Number) in the hope that these will pick up any 'blocked' numbers. However, these apps did not pick up any such numbers.

I'm not sure if the problem is with the network or my phone. Will greatly appreciate any thoughts. Thanks.
 
It seems unlikely to be the network otherwise it would not reach the phone at all; the fact that the phone rings before refusing the call implies that it is the phone itself that is responsible. I have no idea how this is managed I'm afraid.

That said it's worth having a chat with your network provider to double-check their settings for your number as mistakes do happen and can lead to some very odd behaviour.
 
In not sure if it's possible to list all the blacklisted numbers but I'd you open the people app and go to selected contract you want to see if is blacklisted, click on the settings to right and the option send to voicemail will either have a tick or not next to it, this should let you know if this is the cause if the issue.
 
Silly question, but have you tried a reboot since the problem started? This would get a new set of settings from your carrier when it restarts and connects to the tower. This may resolve the issue. Perhaps something you installed changed a setting.

Also, do you have a Google Voice account attached to the phone? Do you use your carrier's vmail, or Google's? This process uses the forwarding options.
