Help nexus 9 as phone

I bought the 9 lte instead of z3 wlan cuz I'm hoping to swap Sim from my htc m8 (T-Mobile voice & data) to 9 & use as a phone on occasion.
I've read this is possible on both the 9 & z2 tab but when I try it tab shows LTE w good signal & data works fine. However, when trying to make call the phone app (ex-dialer) seems dead. Nothing happens. Long press on Tmobs signal strgth in settings results in a link to set up acct for a tablet w tmob.Cell phones trying to reach my Sim installed in tab end up orbiting. No one can call in except maybe a land line.
Tmob couldn't/wouldn't shed any light but I don't think they believed they were keeping me from accessing voice srvc. I have successfully sent several texts wireless turned off so not sure what else to check.
 
the nex 9 lte is the same as the wifi only but includes cellular bands. this tab is just like any other cellular data enabled tablet.

i have read you can get sms from the LTE model no issues but as for making calls, on a stock lte tablet, i dont think you can make outgoing/incoming calls via the cellular terrestrial network.

I just called the number assigned to the nex 9 lte i have and a voice message states that this phone cant accept incoming voice calls. I am stock not rooted using tmo for this tab.
 
As I was recently reminded by mikedt - the dialer app and the embedded phone app are separate. Use any dialer you want, it always completes the actual call with the native phone app and its infrastructure, all the way down to the radios.

Tablets tend to lack all of that, as so well said here.

That leaves network calling only, Hangouts, Skype or other dedicated services like "textPlus Free Text + Calls"
