If you click into that Miscellaneous it will show you the files / folders it considers miscellaneous, and you can delete them from that page, but be warned, you better be sure the files are really not necessary before doing that.
BTW, on my phone, it shows that 8.53Gb of that is System Memory, which is used by the system (imagine that) and that memory is controlled by operating system.
