I assume you mean the device itself turns on and off? Try cleaning the contacts on the battery.
If that doesn't work, take it to your carrier and ask to try another battery to see if it solves the issue.
If a new battery doesn't solve the issue, it's probably a hardware problem and will need to be serviced or replaced either by your carrier or the manufacturer.
