What were you updating the Nexus 7 from? If you already had lollipop and were just applying the 5.0.2 patch, you might be able to re-apply the patch from recovery. If you were updating from 4.4, the final part of the update takes a good long time. Many people think their devices are locked up when in fact they haven't completed the update process and they try to reboot, which can damage the entire system. If that's what you did, I'd say the best bet for recovery is to flash the factory image for 5.02. You can find the image file and instructions here.

4.4.4 i install the update and reboot auto and took me to the recovery and i was left there with android on my back with triangle stating no command i cant flash because windows does not see the nexus 7 something to do with adb/fast boot drivers

The Android on it's back with the red triangle is the stock recovery screen. To get to the options, You have to hold one of the volume keys and tap the power button, but I don't have a nexus 7 so I can't test it for you. Hopefully another N7 owner will chime in.

Getting your PC to recognize the Nexus 7 in fastboot (which is what you need to flash the firmware) works best with Windows 7. Drivers in Windows 8.x can be tricky but still possible. The best thing would be to remove any existing drivers from your PC, reboot and then install the Google drivers from the link above.
