Phone app draining battery.

I'm at my wit's end with this. I never (well hardly ever) use my N4 to make phone calls, but the battery use meter shows it as the main consumer. Today, for instance, I haven't made any calls but Phone has used 21% of my battery.

Does anyone have any ideas?

The phone periodically contacts the network (so the network knows which tower to use if someone calls you). If you're in a weak signal area, the phone has to transmit at maximum power to reach the tower. If you don't want the phone using power, go into airplane mode.
