Are you sure it's not your carrier that's blocking torrents? About 99.9999% of torrent downloads are illegal. In the US, your internet provider (your carrier, in the case of your phone) is legally required to actively attempt to keep you from being able to download torrents, under penalty of huge fines for not doing it.

Those who have been using torrents illegally for years have ruined it for those few who want to release their files via torrent, and have the legal right to do so. Now you can't download legal torrents either.

My advice is to request help from darktremors that guy is awesome in android forums
