I actually think this is a pretty neat concept.
The problem is that you would have to load a "reciever" onto the PS3 as we do not know anything about the PS3's Bluetooth driver... You can't register the calls if you don't know how the PS3 handles calls.
It's hard to explain, but put it this way. Designing the app for the phone is only half the project. You would also have to develope a driver for the PS3 that would enable it understand what you are trying to tell it to do.

Yes, if you had access to the PS3's bluetooth driver and was able tor everse engineer it, you could easily do it.
Honestly though, it would be best if we could somehow just find the information we needed from a reputable source. For example, I wonder if Sony has their bluetooth protocol info available somewhere?
I know you need to pair a controller with a console before the first use on a console, however, I don't know if that process "encrypts" the signal or if it just tell both devices to look for acknowledge each other.
