I suspect a faulty device. You could try blasting the the USB port with compressed air from a can (electronic repair shops sell it, it is compressed clean dry air exactly for the purpose you need it for). It may be that the port is dirty causing it to shut off (stranger things have happened).Other than that I wouldn't do anything else. If it allows itself to be on while charging via a PC USB port do a Smart Switch backup on the PC and go and get an exchange or repair. It should be covered by warranty.
