Help Samsung Galaxy Edge s6 - Won't Copy/Paste

[Copy and Paste]

Hey guys,

I can copy text in the Memo app only. When I select text on a web page or in an e-mail, I only get the gray toolbar at the top allowing me to select all, share, and search in google for whatever I selected. There is no pop up with the normal options of (select all, cut, copy, paste etc)

Please tell me how to fix this is a basic function every other phone has and I'm considering doing away with android altogether because of it.

When I long press to select text in an email a grey bar appears which allows me to select all, copy share, more. THis is on 5.1.1
