No, it doesn't have the phone hardware for 3g/4g...it only has WiFi. But it does everything else a smartphone can do.
You CAN make phone calls over WiFi, and do texting, etc., but you must have an active WiFi connection, and an app like GrooveIP.
And, yes, it can be rooted....but I don't see the point.
There are tons of apps on Google Play to download. Just think of the SGP as a mini tablet....which it is.
