1. Make a backup in TWRP
2. Restore a backup of stock, or flash to stock
3. Boot to stock
4. settings, activation, ... (top right), reset cellular
5. let the phone reboot and reprogram itself
6. Back to TWRP
7. Restore backup of your custom ROM, don't reboot!
   
8. Flash the Tello zip
9. Reboot to system
10. Check texting and data. If not working, settings, cellular networks, access point names, ... (top right), Reset to default.

I moved away from Ringplus and now I am at Cellnuvo. I made a backup of a custom rom and flashed and booted to stock to do my PRL and Reprogramed the device. I used APN backup and restore and restored it to my custom rom, but it still does not work. Using stock rom calls works fine, but after going back to my backup custom rom it does not work at all. Am I missing something?

Correction: I found out the whole time I have been wiping the system with the internals.

The stock ROM doesn't use the same APN format as the custom ROMs. You'll need to either enter in the APN manually or create your own APN file.
