Once I moved up to the Volt, I gave my Tribute to my mother since she had some crappy phone. It has worked fine until recently where she can't download updates to her phone. They will start and then just stall around 78%-81%. she has over 600MB free storage so I know it's not that. Even downloading a 4MB app will stall and only by miracle will it download after an hour. Any clue on what it could be? Thanks.

Ah yes, this is a classic Android problem... AFAIK not a problem on Lollipop and Marshmallow. Now...
Back out of Google Play. Clear the multitasker, then clear data from Google Play services. Restart Google Play and download the apps you want to update, or hit update all. This happens to me from time to time, even in rooted devices with plenty of free internal space.
