is it true that you can say...buy a phone from at&t and then unlock it some how and take it to metro pcs and get service through them?

If you buy the phone without a contract from AT&T, they shouldn't have a problem providing an unlock code so you can take the phone to another network. If you buy it (subsidized) under contract, it is a violation of the TOS agreement to unlock it until that contract is satisfied. It Metro PCS is a gsm network using the same bands as AT&T then an unlocked phone should work.

metro utilizes 1900mhz and 1700mhz and is not gsm. they are cdma... in order to flash a phone over you must be in a 1900mhz market. some markets use 1900mhz only, some use 1700mhz only, and some use both! in order to find out if you have 1900mhz or not would be to go to MetroPCS | Coverage if you are in a 1700mhz area then some phones would work... pretty much cricket only at that point. if in a 1900mhz area then you can do verizon, sprint, etc... you will only have calling and text working. you will have to mod the phone for mms and web to work...

No you cannot take a phone from AT&T (GSM) and make it work on Metro (CDMA). You can get most phones from Sprint and Verizon to work as well as other CDMA carriers. But Metro only does flashing for talk and text capabilities. If you know how to get into the programming you can usually get data working.
