I'm working on an app, and after a while it has connectivity issues (via ble). The only solution is to shutdown the phone and reopen it. It runs smoothly for about a week or two, then the same issue returns.

So my question is what happens to your mobile device when you turn it off and turn it back on. Like what memory banks are cleared, what happens to cell phone data and ble, things of that nature.

It could be locking onto a weak tower. Instead of rebooting it, have you tried enabling airplane mode on and off
