Help Where's the setting for how long password characters display?

I remember when I first set up my phone putting in a time (number of seconds) to allow password characters to display on screen as you type them in. This affected every app, so it's a device setting and not an app setting.

I'd like to adjust that time -- but I can't find the setting!! Any help?

I'm not sure. In my experience it has always left the character visible until I typed a new one, at which point the previous character would become obscured.
